The Ministry of Environment released 2007 plans aimed at:

- Ecological urban development from an environmentally-friendly perspective 

First of all, guidelines for environmental preservation will be stricter;

Local governments including si (city), gun (county), and gu (wards within autonomous cities) need to draw up diverse measures for improving urban environmental quality such as the establishment of eco parks when they set up plans for developing urban areas; 

Before developing large cities and a land of more than 2million square meters, they need to formulate ecological plans which contain information on conservation areas and their ecological characteristics; and 

The set of urban environmental indicators is developed to assess the soundness of urban areas’ ecological environment, as well as of life environment such as air/water quality.

- Improvement of urban air quality through the Total Air Pollution Load Management System

The Total Maximum Daily Loads will be implemented on July 1st, 2007, centering on Seoul Metropolitan areas; 

The emissions trading system will be also in place to reduce pollutants. Economic incentives will be offered to businesses which contribute to emissions reduction; and 

The control and management of Volatile Organic Compounds (VOCs) and NOx will be strengthened.

- Strengthening environmental health policy for the vulnerable children and elders

A comprehensive measure for protecting public health will be developed, as many people suffer from diverse environmental illnesses, including atopy, asthma, and sick home syndrome. The Environmental Health Act will contain  basic principles of environmental health, a framework for integrated risk assessment, environmental illness compensation programs, and risk management targeting children’s goods. In addition, three medical centers for research on atopy, asthma, and pervasive developmental disorder will be designated and operated in 2007, and the number of centers will be increased to 7 by 2009.

Meanwhile, as EU REACH (Registration, Evaluation and Authorization of CHemicals) will come into effect in June 2007, the Korean government provides information on detailed implementation guidelines for REACH for businesses through the website (http://reach.me.go.kr).
